Green (bio)Early in 1995, the National Human Genome Research Institute (then known as the National Center for Human Genome Research) began a novel experiment. It established the Office of Genome Ethics in its Division of Intramural Research (DIR). An extramural “ELSI” funding program for research on the ethical, legal, and social implications of the Human Genome Project had been in existence (...) since 1990, and a joint Department of Energy, NIH Working Group to consider larger policy issues raised by the genome project had also been in existence since that date. But the establishment of the Office of Genome Ethics was the first effort to provide an in-house ethics service for the several hundred NHGRI genetic researchers working on the NIH campus.The experiment was also novel by NIH standards. The Clinical Center, which serves all NIH research institutes as a patient-care facility, has long had a bioethics program, but, to my knowledge, none of the 23 other institutes, centers, or divisions of the NIH had ever developed an ethics program to assist its on-campus researchers in identifying and addressing the ethical issues arising from their research. Behind this initiative lay the commitment to ethics in genetic research shared by Francis Collins, Director of NHGRI, Jeff Trent, Scientific Director of the Division of Intramural Research, and other senior scientists and administrators of the Institute.I was fortunate to be asked to serve as Director of this office. My previous experience in the federal context was limited. I had served on many NIH study sections and for a nine-month period had been a member of the Human Embryo Research Panel, but none of this amounted to an “insider’s view” of government bioethics. The preponderance of my bioethics career had transpired in the university and medical school/medical center environment.Because I had to continue to fulfill many Dartmouth commitments, I agreed to serve on an interim and half-time basis (one week in Bethesda; one week at home) for an 18-month period. Condorcet's classical Enlightenment statement of human progress became an essential element of nineteenth- and twentieth-century consciousness, but by the millennium grand narratives had fallen victim to a disillusioned cultural climate. Now Steven Pinker, like Condorcet drawing on a wide range of contemporary “knowledges,” has reasserted a sweeping narrative of human progress in The Better Angels of Our Nature: Why Violence Has Declined. Mapping a spectacular long-term decline in person-on-person violence and reduction in deaths due to war, Pinker celebrates the spread (...) of a cultural pattern of self-restraint, sensitivity to human suffering, and recent regard for human rights, due to the modern state and gentle commerce capitalism.For Pinker the human condition has gotten steadily better, the decline of violence is an accomplishment we can savor and an impetus to cherish the forces of civilization and enlightenment that made it possible. Why then are so many so negative about modernity? Citing the psychology of temporal proximity to horrific events and the bad-news predilection of the media, Pinker ignores the specifically modern and less directly brutal institutionalized forms of violence as well as the profound ambivalence of progress. He decisively demonstrates the drop in certain kinds of violence, but his account becomes strangely ideological, recapitulating key Cold-War themes—the individual against totalitarianism, the Enlightenment against the counter-Enlightenment, rationalism and freedom against murderous utopianism—distorting his study in the name of gentle commerce, Marxism, and anti-Communism. In lieu of an abstract, here is a brief excerpt of the content:Liberalism, Art, and FundingDale Francis MurrayLiberalism, Art, and FundingSince Ronald Dworkin published A Matter of Principle, a host of critics have attempted to systematically dismantle his arguments advocating state support for the arts that appear in a chapter entitled, "Can a Liberal State Support Art?"1 The combined critical force of Noël Carroll, Samuel Black, and most recently, Harry Brighouse, has dislodged the main supports of Dworkin's position (...) on this subject.2 However, while I am skeptical that the arguments of liberals who endorse state support for the arts can be fully resurrected, I reckon that a few remarks can be presented to try to deflect at least a fraction of the contentions cast on Dworkin's argument by the critics listed above. In order to refine our understanding of precisely why state support for cultural expression should or should not be permitted, it is imperative that some sort of response to the critics of state support for the arts is offered.In this essay, I focus primarily on Brighouse's objections that Dworkin's arguments supporting arts funding fail primarily because they are not sensitive enough to the ways in which such support violates two demands of justice in a liberal state — state neutrality and publicity. I examine these two objections since they seem to be the most interesting, compelling, and damaging to Dworkin's case if substantiated. If Brighouse is correct, these violations act as heavy bulwarks against state support for arts funding, especially since public distrust of the state's intent (and the state's perceived advocacy of notions of the good with which the public disagrees) is high. I will employ Brighouse's neutrality of intent constraint, because it best represents the alleged specific violations of state neutrality that may undermine Dworkin's case. Additionally, neutrality of intent is the most plausible form of neutrality for advocates of public arts funding to build a case for in the space of a short essay.I also wish to make a distinction, which for the most part, is ignored by Dworkin's critics — that there is a degree to which moral value and aesthetic value are different and that this effects a possible alternative reading of the term "ways of life" as most liberals understand it. As a final note of preface, I will assume that the background conditions of income and wealth are just.3 This proviso will become important when we examine the role of the market in funding arts projects in lieu of the government. Now let us reiterate the two requirements of any just liberal state that are at issue when considering the legitimacy of state support for the arts. [End Page 116]Brighouse sets the pair of constraints on any just liberal state (neutrality and publicity) as the centerpieces of his essay. Neutrality of intent, that he appeals to more specifically, can be understood to mean, as Brighouse himself explains, "[T]hat while it is unobjectionable that state actions will have differential effects on conceptions of the good, the government should not intend to favor some conceptions over others" (NPS, 38, emphasis mine). The publicity constraint can be characterized by saying that in any just, liberal regime, justice must not only be done, but it must also be seen as being done. While this serves as the motto of the publicity constraint, it is significant to acknowledge that it stipulates that the real reasons for governmental action must be comprehensible to, and available for inspection by, reasonable citizens. In addition, it must be readily apparent to citizens that the demands of justice are being met. Oxford University Press, 2001, 231 pp., $11.95. In his magisterial study of modern aesthetics, The (...) Theory of the Arts, Francis Sparshott observed that while "normal science" is what T.S. Kuhn called "hackwork" because it is carried out within a framework it never calls into question, there is — in that same sense — no such thing as "normal art" (Princeton: Princeton University Press, 1982). The twenty years since thepublication of Sparshott's book have done nothing but underscore this point. No theme in the arts has been more prominent than the challenging of existing frameworks. Equally, no project in the philosophy of art has proven more important than the remapping and expanding of prior conceptual boundaries. In both the arts and the philosophy of art, the new norm is the foreswearing of the normal. And just as contemporary art challenges the concept we have of art itself, contemporary aesthetics challenges the traditional notion we have of aesthetics. Of late, this challenge has been vigorous, persistent, heated. Yet, although it has produced some affronts to establishedsensibilities, it has not led to the wholesale undoing of prior advances in aesthetic theory, as many had feared.It is this development, rather than any particular movement or advance within the field, that stands out as the distinguishing characteristic of aesthetics today. Similar assaults on basic assumptions, disciplinary borders, and theoretical frameworks have raged in neighboring academic domains where they have inspired debilitating internecine conflict and conceptual disarray. Postmodernist attacks on the very possibility of theoretical coherence have been the most notorious, but far from the exclusive, examples of effects of this sort. Similar skeptical developments have proven corrosive in disciplines from anthropology to theology. Yet the field of aesthetics has generally welcomed framework challenge. It has not been driven by it into warring camps, and has taken this challenge as a positive contribution to the field's strength and importance.Three excellent recent works illustrate different ways in which the a-normality of contemporary aesthetics is being played out, and demonstrate [End Page 105] why it is both constructive and worthwhile. Cynthia Freeland's But Is It Art? is presented as an introduction to art theory, but it is really a provocative analysis of ways in which the visual arts have blown out their parameters and the demands this development places on intelligent response. Noël Carroll's Beyond Aesthetics takes as its theme the idea that, to make proper sense of the present world of aesthetic phenomena, we must "reach beyond aesthetic theories of art and their various prohibitions." And Marcia Eaton's Merit, Aesthetic and Ethical argues that the truly important issues we encounter in making sense of aesthetic experience require an integration of normative considerations formerly thought of as discretely ethical or aesthetic. Each of these works looks at the ways art and aesthetics have forced us to think differently about both of them, due to the way each has recently evolved. Yet none of them takes the radical view that all of what happened before is rendered insignificant by the revolutionary novelty of current work. Instead, these works are syncretic in just the way that contemporary philosophy of art is syncretic; they show how apparent discontinuities can be squared with the general thrust of the best historical work.The picture that emerges from these (as well as many other recent works) is this: Aesthetics today is a discipline pleased both to rethink its own basic concepts and to examine its connections to a variety of regions of concern not traditionally regarded as its province. ABSTRACTThis article claims that today’s reading of Francis Bacon’s Essayes as a solely literary text turns upon philosophers’ having largely lost access to the renaissance culture which Bacon inherited, and the renaissance debates about the role of rhetoric in philosophy in which Bacon participated. The article has two parts. Building upon Ronald Cranes’ seminal contribution on the place of the Essayes in Bacon’s ‘great instauration’, Part 1 examines how the subjects of Bacon’s Essayes need to be understood as (...) Baconian contributions to ‘morrall philosophye’ and ‘civile knowledge’, rather than rhetorical or poetic exercises. In Part 2, contesting the interpretations of Crane, Fish, Ferrari and others, I will argue that the Essayes’ striking rhetorical form needs to be conceptualized in light of Bacon’s renaissance account of the ‘duty and office’ of rhetoric in any moral and civil philosophy that would look to actively cure mental afflictions and cultivate the virtuous or canny conduct it extols. Bacon’s Essayes, in this light, are best understood as a legatee and transformation of the popular early modern genre of books of apothegms and maxims designed to guide conduct. (shrink)

Notre Dame, Indiana: University of Notre Dame, 1985. Pp. x + 272. $23.95. The author, recently named dean of Harvard Divinity School, wrote this book as chairman of the Religion Department at Haverford College. A Lutheran, he pays tribute to Hans Frei of Yale University as his principal mentor. Influenced by I<'rei's narrative theology, (...) he argues for a doctrine of revelation understood as God's narrated promise. Narration, Thiemann contends, is essential for revelation, which is the doctrine of God's identifiability. We identify persons by ascribing character traits to them on the basis of their pattrrns of behavior. God\; patterns of hrhavior are made known through the biblical narrative. Promise, for Thiemann, is an essential category hecause it is the mode by which the biblical text encounters its readers, inviting them to put their trust in the God who was the principal agent of the history of Israel and of Jesus Christ. Faith, discerning God's identity ns thr suhject of the biblical text, goes out to him as a living reality. Thiemann's thesis of course implies that Christian revelation is given in the Bible, that the Bible is predominantly narrative, and that the main theme of the biblical narrative is the prevenient God who enacts his intentions and addresses the reader through the text. Faithful discipleship is the appropriate response to God's self-giving love as disc'.oscd in Jesus Christ. Thiemann illustrates these principles <"oncrrtrly hy a ch:ipterlength analysis of the Gospel of 11/fatthew. Thiemann defends his theolog·ical options on the ground that the alternatives do not sufficiently protect the divine prevenience. This doctrine, he holds, must be safeguarded not only because it was formally taught by the Council of Orange but also-and, one would gather, more fundnmentally -because it is implied " by a cluster of Christian convictions concerning God's promises, identity, and reality " (80-81). According to Thiemann it is a " common conviction shared by all those who confess the name of Christ... that all human life, including our theological thinking, is ultimately dependent on the creating, sustaining, and redeeming grace of God" (70). Apart from the rather broad use of the term "grace" this statement would be aceeptahle to very man~' Christians, including myself. In the course of establishing his own position 'l'hiemann develops au 169 170 BOOK REVIEWS incisive critique of a number of rival approaches. He rejects the "foundationalism " of classical apologetics which, as he understands it, would seek to justify Christian faith by reference to some kind of self-evident, noninferential experience from which it could be deduced. On the basis of a critical analysis of Thomas Torrance and several earlier theologians, he concludes that no such unassailable starting point exists. Thiemann also rejects the transcendental turn to the subject, which he ascribes to David Tracy and David Burrell, on the ground that this reduces biblical revelation to a generic human experience and ends by undermining the truth-status of all particular religious claims (187). Finally, Thiemann maintains that new theologies which dispense with the category of revelation (Gerald Downing, Gordon Kaufman) or give it no necessary function (David Kelsey) surrender the Christian conviction of God's prevenience and make faith dependent on purely human initiative. A nonfoundational defense of God's prevenience, according to Thiemann, has three distinct emphases. First, its justification of Christianity is conducted from within a conceptual framework supported by Christian faith, community, and tradition. Second, such a reflection evaluates and criticizes Christian doctrine and practice according to criteria internal to Christian faith. Third, this reflection seeks to justify its tenets holistically, by reference to the structures imbedded in the entire system of Christian beliefs and practices. Thiemann considers it proper to justify individual beliefs retrospectively by showing their importance for defining Christian identity. Thus he tries to show that a rejection of God's prevenience as a "background belief" would require " a radical and unwelcome revision in our understanding of Christian identity" (78). He makes use of " reflective equilibrium" and retrospective justification in ways strongly reminiscent of Francis Schussler Fiorenza's Foundational Theology (1984)-a book possibly published too late for Thiemann to refer to. Both he and Fiorenza, however, rely on authors such as John Rawls. In opposition to the foundationalists Thiemann, wisely in my opinion, eschews any sharp dichotomy between the "first-order" language of faith and the " second-order" language of theology. Christian theology, he maintains, must be carried on within Christian faith and must adopt patterns of speech that are consonant with Christian sources and premises. Theology, he asserts, "has no rationale independent of the first-order language of faith" (75). In particular, he denies that any successful account of Christian belief can be furnished by pointing to the religious experience supposedly available to all human beings. I find myself in agreement with practically all Thiemann's major positions. I applaud his skillful defense of revelation theology without recourse to rationalistic foundationalism or subjectivistic transcendentalism. BOOK REVIEWS 171 In my own Models of Revelation I made little explicit use of the categories of narrative and promise, but they are harmonious with my general approach. I rely more on the category of symbolic or saeramental communication. Thiemann might agree that Israel and Jesus Christ, as God's agents in human history, are in fact " real symbols" of the divine. By their very being they make present the hidden reality of the God who calls created persons through them into union with himself. They are thus pledges and anticipations of the age to come. The category of promise, when applied to such historical figures, could seem to tie revelation too narrowly to certain verbal expressions in the Bible, but Thiemann, while attending primarily to the linguistic component, seems open to the idea of promise "enacted" in the persons and events of the biblical narrative. In this wider understanding promise may be classified as " sacramental." A few shortcomings of the book, or personal difficulties of the present reviewer, should probably be detailed. In writings influenced by Hans Frei, including Thieman's, the biblical narratives seem to be exempted from historical criticism. Thiemann himself discusses them as pure narrative without raising the question of their objective validity. He seems to assume that these stories give true accounts of the way things are, for if they were products of fantasy or illusion they could scarcely bear the theological weight that Thiemann places on them. Granted that " Scripture depicts a God who continually keeps his promises" (154), the reflective inquirer would be justified in asking for some grounds for holding that this depiction is veridical and is not simply wishful thinking. If Thiemann had given more attention to this problem, his book might better succeed in providing, as it claims to do, " a reasoned theological account of Christian faith and hope" (7). Without such assurances the decision of faith could appear arbitrary and irresponsible. I fully agree with Thiemann's insistence on the divine prevenience, but I find some obscurity in his treatment of the connection between God's prevenience and any human response. Does God effectively influence the decision of faith 7 At one point Thiemann asserts that God is " the creator of the universe, the redeemer of a sinful humanity, and the reconciler of a broken world" (108). These terms seem to me to imply causality. Yet Thiemann repeatedly rails against understanding God's prevenience in causal terms (98, 109, et passim). Possibly Thiemann is assuming that causality must necessarily be deterministic, but in many philosophical traditions causality is not so narrowly understood. God's prevenience would be more intelligible if it were presented in causal, though not deterministic, terms. I was not surprised to find in this book certain characteristically Lutheran motifs such as the " unconditionality " of justification and its antecedence to all human merits. Properly understood, this is not simply 172 nooK m~vrnws good Lutheranism but is basic Christian doctrine as understood by Catholics also. Thiemann, however, goes further. At one point, relying on Robert Jenson, he asserts that, on peril of works-righteousness, justification or salvation must not be conceived as any kind of causal process involving interaction between the divine and human agencies. While asserting this, he also denies that human beings are purely passive in their own justification (96-97). The idea that sanctification is a process involving the activity of both God and creatures is well rooted in the Lutheran as well as the Catholic tradition. Perhaps because he treats the whole question so briefly, Thiemann does not seem to me to provide an intelligible alternative. As should be obvious by this point, Thiemann's book deals with a multitude of crucially important questions. It enters into the very heart of the contemporary debate about revelation and theological methodology, and makes many insightful contributions. For the most part, I am enthusiastic about his approach, which seems to offer a highly promising alternative to the theological options he rejects. What I regard as shortcomings in this book are partly due to its relative brevity, granted the vast range of topics on which it touches. But the very breadth of the horizons makes this book especially stimulating and arouses the reader's eagerness to hear more from its talented author. From "Materialism and Revolution" through _Hope Now_, Jean-Paul Sartre was deeply engaged with questions about the meaning and justifiability of violence. In the first comprehensive treatment of Sartre’s views on the subject, Ronald Santoni begins by tracing the full trajectory of Sartre’s evolving thought on violence and shows how the "curious ambiguity" of freedom affirming itself against freedom in his earliest writings about violence developed into his "curiously ambivalent" position through his later writings.

Discourse around assisted colonization focuses on the ecological risks, costs, and uncertainties associated with the practice, as well as on its technical feasibility and alternative approaches to it. Nevertheless, the ethical underpinnings of the case for assisted colonization are claims about the value of species. A complete discussion of assisted colonization needs to include assessment of these claims. For each type of value that species are thought to possess it is necessary to determine whether it is plausible that species possess (...) the type of value and, if so, to what extent their possessing it justifies assisted colonization. I conducted such an assessment for each of the predominant types of value ascribed to species: ecological, instrumental (including option value), existence, and intrinsic value (including interest‐based, objective, and valuer‐dependent intrinsic value). The vast majority of species, including several that have been proposed as candidates for assisted colonization, have much less value than is often presumed. Moreover, with respect to some types of value, assisted colonization would not fully preserve the value of the target species even if it were to keep the target species in existence. Therefore, the case for assisted colonization is significantly weaker and more qualified than its advocates often suppose. There may be exceptional species for which assisted colonization is well justified—and for this reason, case‐by‐case assessment is necessary—but in general the burden of justification generated by the ecological risks associated with assisted colonization is not met by the value potentially preserved by assisted colonization. This suggests that assisted colonization ought to have, at most, a very minor role in the portfolio of ecosystem management practices, even as it pertains to species conservation under conditions of rapid climate change. Psalm 73 is a challenging Psalm in which the Psalmist draws on rich imagery to juxtapose doctrine and experience and to juxtapose the goodness of God with divine retribution. Drawing on data provided by 15 theological educators within the Anglican Diocese of Cyprus and the Gulf, this study tests the thesis that the imagery of Psalm 73 will be perceived differently by sensing types and by intuitive types and that the issue ‘Is God really good to the upright?’ will be (...) judged differently by feeling types and by thinking types. The findings from this study are consistent with the broader hermeneutical theory that the psychological type profile of the reader, in terms of perceiving preference and judging preference, plays a formative part in shaping the interpretation of biblical material.Contribution: Situated within the reader-perspective approach to biblical hermeneutics, the SIFT method is concerned with identifying the influence of the psychological type of the reader in shaping the interpretation of text. I appreciate Norton Wise’s comparison of my project in Explaining Science (1988) with that of Enlightenment scientists and philosophers. When rejecting one’s immediate philosophical predecessors, it is comforting to be able to portray oneself not as a heretic who has abandoned philosophy, but as a reformer who would return philosophy to the correct path from which his predecessors had strayed. -/- But we cannot simply return to the ideals of the Enlightenment. Some doctrines that were fundamental to the Enlightenment picture (...) of science must be rejected. In particular, I think we must reject the idea that the content of science is encapsulated in universal laws. And we must reject the notion that there are universal principles of rationality that justify our belief in the truth of universal laws. As Wise notes, these latter are typically “postmodern” themes, and, as such, are usually posed in explicit opposition to the modernism of the Enlightenment. It is my view that this opposition must be overcome. The overall project for the philosophy of science now is to develop an image of science that is appropriately postmodern while retaining something of the Enlightenment respect for the genuine accomplishments of modern science. To many the idea of an “enlightened postmodernism” may seem contradictory. I see it merely as an example of postmodern irony. (shrink)

In this study of the main conceptual and normative issues to which the education of the adult gives rise, the author demonstrates that these issues can be understood and resolved only by coming to grips with some of the central and most contentious questions in epistemology, philosophy of mind, ethics, and social philosophy. A salient feature of the book is its searching examination of the different types of value judgement by which all educational discourse is permeated. The analysis of the (...) nature and justification of educational judgements forms the basis of an overall philosophy of adult education which should provide a much needed axiological framework for the guidance of practitioners in this growing area of educational concern.
